If you have a complaint against Yahoo, tell the Better Business Bureau about it. That’s what the BBB is for after all. And Yahoo is a BBB member so the more BBB complaints they get, the more likely they will be to change their customer service methodology.

After I complained to the BBB, Yahoo restored my account. I didn’t get my billpay refund, but that’s only money. I got the irreplaceable stuff back and that is what is most important.

A lot of the customer problems seem to be related to phishing and Yahoo Customer Service doesn’t seem to have any protections in place to prevent, control, or deal with phishing. Telling the BBB about this will encourage Yahoo to enter the 21st century and deal with the phishing problem.

The nice thing about the FTC is that it investigates identity theft crimes and phishing is a form of identity theft. And it is a real government institution and it has the power to issue fines and such, which the BBB doesn't. Now the FTC website says that "While the FTC does not resolve individual consumer problems, your complaint helps us investigate fraud, and can lead to law enforcement action." So if the FTC gets enough complaints about Yahoo (especially when you are paying yahoo for a service for which you aren't getting) then they will fine Yahoo (or send someone to jail) and THAT should get some action.
